i call it investing...investing in infrastructure, education, public health, police, national defense, fire fighters, taking care of "the least of these", science, technology, business etc.
i don't mind investing in these and other areas because they benefit all of us in many different ways. much better approach than just "spending every last penny we've got" on tax breaks for the rich and powerful.
Versus spending every last penny we've got... I like Congress not spending ANY money.
